Student Rights & Responsibilities

Every student has the right to attend school in a safe environment free of harassment, intimidation, threats to personal safety or any form of violence.

THIS IS YOUR SCHOOL..HELP KEEP IT SAFE

Students have a responsibility to promote safe schools by:

  • Respecting the rights of other students, staff, and the community.
  • Resolving personal disputes in a peaceful and responsible manner.
  • Seeking help from school staff, a parent or any adult you trust if you know of a situation that threatens the safety of anyone. Don't ignore it or try to resolve it yourself. All students have a responsibility to know and comply with the rules and policies of their school and the school district. Read the student handbook!
  • Violence of any kind will not be tolerated in school.
  • Students who violate school behavior policies can expect reasonable consequences.
  • Students who engage in any acts of violence can expect law enforcement to be notified.
  • A student may face expulsion from school, a mental health assessment, arrest and criminal charges for violent acts.

Parent Parent Rights & Responsibilities

Every parent has a right to expect their child s school to provide the opportunity to learn in a safe, supportive environment, free from discrimination, intimidation and threat of harm. Parents need to know the rules and policies of their child s school and school district. Read the student handbook and review it with your child.

It is your responsibility to:

  • Know and understand the regulations that govern the student s school activities and consequences for disobeying those regulations.
  • Be supportive of school administrators in their enforcement of these rules.
  • Teach your child appropriate social skills, how to settle disputes peacefully, how to deal effectively with insults or teasing without resorting to violence, and to seek help from adults when problems arise.
  • Encourage your child to share information with adults when problems such as bullying, harassment or intimidation occur.
  • Be aware that under the Safe Schools Alliance, a protocol has been established to identify and remove students from school who commit certain criminal acts involving violence and the threat of violence.
  • Referral to Mental Health for an assessment to determine a student's risk to act out violently may be required to ensure the safety of all students and staff.

School Responsibilities

The entire educational community administrators, teachers, families, students, support staff and community members have a responsibility to work together to provide a quality educational program and to form positive relationships with all children.
Schools have the responsibility to establish clear expectations and standards of behavior that will provide a safe, effective, and rewarding learning environment and to take steps to maintain order, demonstrate mutual respect and caring for one another.

Schools have the responsibility to:

  • Focus on academic achievement for all children and promote good citizenship and character.
  • Provide a caring environment where safety issues are discussed openly, where students have means to share their concerns and feel safe in expressing their feelings.
  • Involve families in meaningful ways
  • Develop links to the community.
  • Be prepared to respond appropriately in a crisis situation, to identity problems and assess progress toward solutions.
  • Emphasize a positive relationship among students and staff. School staff members should model by their work and personal example, their respect for law and school rules and should treat each student with equal respect regardless of race, gender or culture.

Law Enforcement Responsibilities

Law enforcement agencies in Deschutes County work in close partnership with local districts to reduce violence and the threat of violence in our schools.

  • School administrators notify police when law violations occur in and around the school. Police responding to the call conduct an investigation and determine if a crime was committed. The officer will confer with school administrators and determine if the offense committed meets the Safe School Alliance criteria for removal from school (see SSA Protocol on back of brochure).
  • Students arrested for offenses meeting the SSA criteria will be removed from the school campus and transported to the Deschutes County Juvenile Community Justice Center in Bend. The officer will notify the District Attorney s Office by phone to advise of the child s name and nature of the offense. In addition to their enforcement role, local police agencies also assist schools through a variety of prevention efforts.
  • School Resource Officers on middle and high school campuses helps enhance a safe learning environment for our children.
  • Officers work to prevent problems before they occur by communicating with students and staff, facilitating problem solving and social skill development and providing training to school personnel.
  • Officers promote safe schools by assisting districts to assess current school safety plans and policies as well as evaluate the physical security of buildings and campuses.
